INVITATION TO A VIRTUAL PUBLIC
HEARING ON THE SUBMISSION OF
NORMS AND STANDARDS FOR THE
MANAGEMENT OF ELEPHANTS IN
SOUTH AFRICA, 2019.
The Chairperson of the Portfolio Committee on Agriculture, Rural Development; Land and
Environmental Affairs, Mr. Millon Makaringe, invites members of the public and any affected
or interested stakeholders to a Virtual Public Hearing aimed at soliciting public views and
comments on the Norms and Standards for the Management of Elephants in South Africa.
The Virtual Public Hearing is scheduled to take place as follows:

The purpose of the amendment of Norms and Standards, developed in terms of the National
Environmental Management: Biodiversity Act, 2004 (Act No. 10 of 2004) (NEMBA) is to
address implementation and enforcement challenges (mainly related to management issues).
Key provisions of the Elephant N&S as gazetted include the following:
• permits are required in terms of NEMBA for the carrying out of any restricted activity
involving elephants; elephants must be managed in terms of a management plan
approved by the relevant issuing authority;
• general prohibitions: hunting of an elephant that is part of a cow-calf group;
translocation of a cow that is part of a cow-calf group, unless the whole cow-calf
group is translocated, and then the calves must be older than two months; introduction
of elephants into captive facilities; import or export of elephants to captive facilities;
repeated translocations culling may be conducted, but as last resort only, and then
only in terms of an approved culling plan.
